Parking Management & Enforcement Services Framework Agreement
In September 2007, The Essex Procurement Hub, hosted by Braintree District Council, awarded a Framework Agreement to VINCI Park for the provision of car parking management and enforcement services. Based on an initial requirement for Epping Forest District Council, the contract was awarded using the British Parking Association’s model contract as part of the Framework Agreement to enable any other Local Authority to make use of the agreement in the future.
Scope of services
The supply and management of parking attendants to enforce on and off street parking restrictions;
- Car Park management;
- Machine maintenance;
- Cash collection services;
- Parking IT supply and support;
- Processing services;
- Customer interfaces;
- Issue and management of permits and season tickets.
Selection Process
The Framework Agreement was advertised in OJEU and complies with relevant EU procurement regulations. This involved a full, formal tender evaluation process resulting in the selection of VINCI Park, which means that any Local Authority wishing to use the framework would not need to duplicate this effort.
Contract Terms
The Framework Agreement is based on the British Parking Association model contract for the provision of decriminalised traffic and parking enforcement services.

The agreement is available to all Public Sector Authorities
How to Make Use of the Agreement
The Framework Agreement has been set up on the basis that actual requirements will be subject to a ‘mini tender’. Authorities can either compile their own specification, or review and amend the specification used for Epping Forest District Council.
Participating Authorities wishing to award business under this Framework Agreement should award their own contract using the BPA model contract terms and conditions.
